Dear Tomoe, i found the name of this flower precisely on a special site for Filippino tropical flowers: http://www.kriyayoga.com/photography/photo_gallery/v/beautiful_tropical_flowers/acacia-dsc07698.jpg.html
It could be a mistake but it seems the same flower they put on the site's pic: acacia blossom
As I've read in Wikipedia, the name in Spanish is "Acacia de Constantinopla", and the name in Englisk is "Silk tree"... so it is possible that Filipino people call it as Acacia blossom... It is also named "Acacia julibrisin"... so maybe none of us are wrong, it is still the same flower.
